Short answer: hire an independent Google Ads specialist when you want direct access to the person making campaign decisions and your scope is focused enough for one experienced operator to own. Hire an agency when you need broader team capacity, multiple disciplines, built-in coverage, or substantial creative and development support. Neither model is automatically better—the right choice depends on who will actually manage the account and what your business needs beyond Google Ads.
Google Ads Specialist vs Agency: The Real Difference
The biggest difference is not the logo on the proposal. It is the operating model behind the work.
With an independent specialist, you normally work directly with the person researching keywords, reviewing search terms, adjusting bidding, checking conversion data, and deciding what to test next. With an agency, responsibility may be distributed across an account manager, PPC specialist, tracking team, creative team, and other resources.
Both structures can work extremely well. They simply solve different problems.
| Factor | Independent Google Ads Specialist | Google Ads Agency |
|---|---|---|
| Communication | Usually direct with the person managing the account | May involve an account manager or several team members |
| Senior involvement | Depends on the individual you hire | Depends on who is assigned after the sale |
| Service breadth | Often focused on paid media, tracking, and related strategy | Can offer paid media, creative, CRO, development, SEO, and more |
| Capacity | Limited by one person’s workload | Can distribute work across a team |
| Continuity | More dependent on one person | Usually has backup coverage |
| Process | Varies by specialist | Often more standardized |
| Best fit | Businesses wanting focused, hands-on expertise | Businesses needing multiple disciplines or larger team capacity |
When Hiring a Google Ads Specialist Makes Sense
An independent specialist can be a strong fit when Google Ads is a major part of the problem you are trying to solve and you want the person making the recommendations to also understand the account in detail.
- You want direct communication with the person managing campaigns.
- You need hands-on Search, Shopping, Performance Max, remarketing, or conversion-tracking expertise.
- You already have designers, developers, or other marketing resources when they are needed.
- You value a shorter decision chain for optimizations and testing.
- You want strategy and execution owned by the same person.
The main limitation is capacity. One person cannot provide unlimited creative production, development, multi-channel execution, and around-the-clock backup. A good specialist should be clear about what is included and where another resource is needed.
When a Google Ads Agency Makes More Sense
An agency becomes more attractive when the requirement extends well beyond campaign management. If you need high-volume creative production, landing-page development, several advertising platforms, multiple markets, or formal coverage across a large organization, a team structure can be valuable.
- You need several marketing disciplines delivered together.
- Your account requires substantial creative or development production.
- Multiple stakeholders need structured servicing and reporting.
- You want built-in coverage when an individual team member is unavailable.
- Your scope is too large or diverse for one person to manage responsibly.
7 Questions to Ask Before Hiring Either One
1. Who will actually manage my Google Ads account?
Do not evaluate only the salesperson or founder. Ask who will review search terms, bidding, budgets, tracking, and performance after onboarding.
2. How will you measure a successful campaign?
Clicks and impressions are not enough. The answer should connect campaign metrics to qualified leads, purchases, revenue, cost per acquisition, ROAS, or another business outcome that matters to you.
3. Who owns the Google Ads and analytics accounts?
Your business should retain ownership of its Google Ads account and important measurement assets. A manager should normally receive appropriate access rather than making your business dependent on an account you do not control.
4. How do you verify conversion tracking?
Optimization is only as reliable as the conversion data behind it. Ask how Google Ads conversions, GA4, Google Tag Manager, enhanced conversions, calls, forms, ecommerce events, or offline outcomes will be checked when relevant.
5. How often is the account actually reviewed?
Reporting frequency and optimization frequency are not the same thing. Ask what is reviewed between reports and what normally triggers a change.
6. What happens when performance drops?
A useful answer should go beyond “we optimize.” It may involve search-term quality, conversion tracking, bidding, budget allocation, offer strength, landing-page experience, feed quality, competition, or sales follow-up depending on the account.
7. What is outside your scope?
This question is underrated. A trustworthy specialist or agency should be able to explain where its responsibility ends and whether design, development, CRM work, creative production, or sales-process changes require additional resources.
Do Not Choose Based on Price Alone
A lower management fee does not automatically mean better value, and a larger agency fee does not automatically mean deeper expertise. Compare the actual scope: who is working on the account, what they are responsible for, how tracking is handled, how often decisions are made, and whether the delivery model matches your needs.

Final Decision: Specialist or Agency?
Choose based on the operating model your account needs. If you value direct specialist involvement and the scope is focused, an independent Google Ads expert can be an excellent fit. If your marketing requires a larger team, extensive production capacity, or several disciplines delivered together, an agency may be the stronger choice.
Whichever model you choose, verify who will manage the account, how conversions will be measured, what is included, and whether your business retains ownership of its advertising and analytics assets.
